Sir,

I have the honour to inform you that Mr.H.J.Broan, unpassed cadet, presented himself on Friday the 21st October, for the subjects in which he failed at the third examination, and for his fourth examination. The Board unanimously agreed as follows:-

"Mr. Brean has failed completely in colloquial. When reading he is unintelligible to a Chinese. Ho is unable in Chinese & did not understand many simple sentences

to frame sentences/spoken to him, very dislowly, by a Chines0. He does not distinguish between aspirated and unaspirated souris, and long and short vowels; nor even between different vowel sounds.

"He did better in a further test when translating sentencos spoken by a Chinese; and there were other indica- tions that he did not do himself justico; but even in this test he was brought up by the first expression that was not quite simple.

"We do not think he will over bo able to speak Chinese so as to be understood by a nativo.
